Hong Kong, 15 July 2026 - The Financial Services Development Council (FSDC) today released its annual report for the 2025-26 financial year, highlighting its key initiatives and achievements in advancing Hong Kong’s financial services industry from 1 April 2025 to 31 March 2026.
Mr Benjamin Hung, Chairman of the FSDC, stated, “In a world of flux, investors actively seek out markets that provide stability, growth, and policy predictability. Hong Kong stands out as one of the few places globally offering all these qualities, providing a platform for growth and a harbour for risk diversification - across capital markets, wealth management, digital assets and RMB internationalisation. The FSDC will continue to focus on generating policy recommendations to sharpen Hong Kong’s competitiveness as a leading international financial centre.”
Thought Leadership
Continuing its mission to advance Hong Kong’s financial sector through thought leadership, the FSDC published six policy research reports and publications during the year. Highlights included a high-impact concept paper outlining a strategic blueprint for capital market development, and a report examining ways to enhance the commodity market as a key pillar in the city’s ongoing transformation.
Addressing priority areas critical to Hong Kong’s financial services industry – including capital markets, commodities, asset and wealth management, and sustainable finance and impact capital – these reports covered topics including:
Since its establishment in 2013, the FSDC has made 275 policy recommendations, with 201 of them followed up by the HKSAR Government, representing a 73% adoption rate, underscoring its influence in shaping policies that drive Hong Kong’s financial ecosystem forward.
Global Promotion and Strategic Engagement
The FSDC actively promoted Hong Kong as an international financial centre through innovative campaigns, enhanced global ties and targeted market engagement. During the year, the FSDC strengthened Hong Kong’s international profile with a Global Marketing Campaign that showcased the city’s advantages and value proposition as a leading global financial hub, through a video series reaching key financial markets in the United States, Europe, and the Middle East, generating approximately 47 million views worldwide.
In 2025-26, the FSDC participated in and organised approximately 190 local and international events and conferences, as well as meetings with overseas stakeholders to showcase Hong Kong’s strengths as a trusted global capital nexus. It conducted nine duty visits to key markets across Europe, North America, South America, the Middle East, ASEAN, and the Chinese Mainland, engaging policymakers, regulators, institutional investors, and financial industry leaders. The city’s global collaboration advanced with the signing of Memorandums of Understanding (MoUs) with TheCityUK, representing UK-based financial and professional services, and the Indonesia Financial Group (IFG), a state-owned insurance and underwriting holding company in Indonesia.
Human Capital Development
To address the evolving talent needs of the financial services sectors, the FSDC hosted its third industry‑wide annual talent event in collaboration with local universities and industry partners. The event expanded its reach to include university students and early‑ to mid‑career professionals, attracting over 260 participants to engage with industry leaders and gain insights into opportunities created by the rapid adoption of AI.
The FSDC launched its inaugural Hong Kong-ASEAN Collaborative Market Capacity Building Programme for senior executives from ASEAN member countries. Focused on Vietnam and Indonesia, this pilot programme fostered knowledge exchange, insight sharing, and professional networking, advancing cross-border financial collaboration and reinforcing Hong Kong’s role as Asia’s financial gateway.
Hong Kong Academy for Wealth Legacy: Empowering Wealth Stewards for the Future
The Hong Kong Academy for Wealth Legacy (HKAWL), a subsidiary of the FSDC, continued to strengthen Hong Kong’s position as a knowledge hub for family legacy and a strategic philanthropic platform, through initiatives surrounding its six “Legacy Development Goals”, namely intergenerational integration, family governance, philanthropy, impact investing, arts and culture, and wealth management.
In 2025-26, HKAWL organised and co‑organised more than 20 conferences, seminars, thematic workshops, roundtables and other events, including nine capacity‑building programmes under the Impact Link Initiative, equipping over 770 family principals, next‑generation inheritors and single‑family‑office leaders to navigate the complexities of succession and legacy planning with greater confidence.
Dr Rocky Tung, Executive Director of the FSDC, remarked, “Guided by the Board, we have remained focused on delivering value to our partners and Hong Kong’s financial services sector. Through forward‑looking policy research, global market promotion and talent initiatives, we strive to strengthen the growth and resilience of Hong Kong’s financial ecosystem, while bolstering the city’s position as a leading international financial centre.”
