Hong Kong remains one of the world’s leading international financial centres, underpinned by deep market connectivity, robust regulatory standards, a trusted legal system and a sophisticated professional services ecosystem. As global capital increasingly seeks diversification, optionality, and safe havens, Hong Kong’s role as a trusted platform connecting the Chinese Mainland, Asia and the world has become even more important.
Against the backdrop of the Government’s public consultation on The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030), and building on the strategic questions explored in the concept paper released in December 2025[1] , this 2.0 report translates the earlier vision into an actionable agenda for enhancing Hong Kong’s capital market architecture. Drawing on further exchanges with market participants and industry stakeholders, it organises its recommendations around the 5Is — Issuer, Investor, Intermediary, Instrument, and Infrastructure — setting out practical measures to strengthen Hong Kong's full-lifecycle capital formation capabilities, mobilise long-term institutional and private capital, enhance offshore RMB and fixed-income market development, modernise investor access and market infrastructure, and integrate digital finance into mainstream market development, among others.
The report also highlights the importance of coordinated public-private execution in converting Hong Kong’s strategic advantages into structural market depth and sustained capital market leadership. It aims to support Hong Kong’s continued development as an open, interoperable and multi-asset global capital nexus capable of serving issuers and investors across currencies, asset classes, jurisdictions and time zones.
